Rostislav Vovkushevsky was born on February 22, 1917 in Petrograd. In 1949 Rostislav Vovkushevsky graduated from the Institute of Fine Arts named after I. Repin (workshop of Victor Oreshnikov). He was engaged in Pavel Shchillingovsky, Ivan Bilibin, Konstantin Rudakov, Leonid Ovsyannikov. Member of the Great Patriotic, he was wounded and received military awards. He has participated in exhibitions since 1949. Member of the Leningrad Union of Artists since 1949. In 1949–1959 years Rostislav Vovkushevsky taught painting and drawing at the Leningrad Higher School of Industrial Art named after Vera Mukhina. He painted still-lifes, portraits, landscapes, genre compositions, worked in the technique of easel and monumental painting. Personal exhibition in St. Petersburg (1995). Works by Rostislav Vovkushevsky are in the State Russian Museum, in museums and private collections in Russia, France, Germany, the USA and in other countries.
